quickly in modern times, the working efficiency of those workers is much improved . But lack of

The problems in the past
In the past, all the composing and judging exam paper's work is manual. So they had to invite experienced professors from all over China periodically to make the examing standards and examination papers. Then they should send the exam papers to all the sites to give exam, and collect the papers back to the center after the exam. Finally, they had to invite another group of experienced professors to judge the exam papers.
From the old pattern we can see that, the work of composing and judging exam paper cost a lot of money and human resources, but at the same time, the efficiency and quality can't be guaranteed.
Scheme
The Exam Department of China Maritime Center mainly focuses on the management of test questions bank, composing and judging exam paper, hence the emphases of application are the Composing Exam-paper System and Judging Exam-paper System. The systems configure independent application server and database server. The database is from ORACLE, and the card reader is Turbo_OMR98B with optic marker.

Effect
After applying the new system, both the quality of the exam paper and the efficiency of composing exam paper enjoy a significant improvement. Nowadays, the exam department of China Maritime Center can supply exam papers both for computer-based and paper-based exams to local exam centers all over China.
The successful case of Shanghai Maritime Safety Administration
Since the JFsys Exam System implemented in Shanghai Maritime Safety Administration in 2000, it applied successfully again in the 29th National Seafarer Eligibility Exam, Oct. 2002.
The test questions of this exam were composed by computer automatically and the exam papers were judged by computer too. The following pictures show us the examing scene.
Project Background
Along with the implementation of STCW 78/95 pact, according to the "Regulation of Seafarers' Eligibility Exam, Evaluation and Granting Certificates", Ministry of Communications, all the certificates of seafarers have to re-endorse. In the near future, there will be 60,000 various certificates waiting to be changed in Shanghai, and 22 different kinds of exams for seafarers will be taken by thousands upon thousands candidate mariners. Considering this complicated work in examing seafarers, China Maritime Safety Administration, that of Ministry of Communications, decided to apply computer-based exams for seafarers all over China, beginning with Shanghai.
Scheme
Shanghai test center is responsible for organizing special trainings and exams, composing their exam papers, judging the papers and granting certificates; meanwhile it's in charge of the National Eligibility Exam. Considering this, we configure all the sub-systems for its exam system, including the subsystems of composing exam papers, exam affairs, and judging exam papers.
We configure independent application server, spare application server, database server and database backup server for the system. Application server adopts EA SERVER, and the database system adopts SYBASE. The card reader is Turbo_OMR98B with optic marker. And all the exams are carried through WINDOWS terminal.
Nov. 19th, 2002, the JFsys Exam System won a prise, titled as "Excellent Project of Shanghai Maritime Safety Administration in the year 2002".
The successful implementation of Exam Affairs System in Fujian Maritime Safety Administration
In the series of JFsys educational softwares, the Exam Affairs System is always the core part. It connects all other subsystems tightly, and enables the whole business process of exams to run effectively.
Project Background
The Seafarer Sector of Fujian Maritime Safety Administration is mainly in charge of examing the seafarers. As the spread of computer application, the efficiency of examing work had been increased a bit, but the lack of professional softwares limited the application of computer science in the examing work.
Regarding this situation, Jianfeng Computer System developped the Exam Affairs Synthesis Disposal System, supplying a whole set of solutions for both provincial and branch Maritime Administrations and all exam sites. This system offers a high efficiency, high reliability and low working strength pattern for the examing work.
